The 16th Electromagnetic and Light Scattering Conference (ELS-XVI) was held in College Park, MD from 19-25 March 2017. This conference built on the success of the previous meetings held in Amsterdam (1995), Helsinki (1997), New York (1998), Vigo (1999), Halifax (2000), Gainesville (2002), Bremen (2003), Salobreña (2005), St. Petersburg (2006), Bodrum (2007), Hatfield (2008), Helsinki (2010), Taormina (2011), Lille (2013), and Leipzig (2015), as well as of three related workshops held in Bremen (1996, 1998) and Moscow (1997). As before, the main objective of this conference was to assemble scientists, engineers, and PhD students researching various aspects of electromagnetic scattering by particles and particle groups and to provide a stimulating atmosphere for in-depth discussions of theory, measurements, and applications. The conference featured 143 presentations by 132 registered participants from 18 countries.
